Mission - Vision

BASIC FUNCTION

To be responsible to the Rector for the fulfilment and control of all kinds of the administrative duties as the head of the administrative organisation, to enable the units under the administration organisation of the university work efficiently, properly and in harmony, to conduct their duties according to law and legislation judgments and Senate and board of directors’ decision within the frame of their policies.

DUTY and RESPONSIBILITIES

1. The General Secretary itself and the units connected to it fulfil the following duties except the ones that he does as the head of the administrative organisation of the university.

2. To conduct all bureaucratic and administrative services of the university with the units connected to him.

3. To enable the units under the administration organisation of the university work efficiently, properly, co-ordinately  and in harmony

4. To propose to the Rector about the personnel that is to be employed at the administrative organisation of the university. 

5. To form the cadre that will fulfil the administrative duties for our university to reach the identified aims and goals.

6. To arrange and supervise activities of the connected units and to enable the conducting of the activities efficiently.

7. To use the executive power and signing authority of the university

8. To carry out the necessary studies so as to define the agenda of the Board of Directors and Senate

9. To work as a reporter without voting in the Board of Directors and Senate and to let the decisions written, preserved and saved.

10. To inform the units connected to the university about the decisions of the Board of Directors. 

11. To apply, monitor and conclude the decisions of the Board of Directors and Senate.

12. To conduct and coordinate the annual budget studies  of the university

13. To hold periodical meetings with the Directorates and to exchange views

14. As a Manager of Accrual on the budget expenses, it is responsible for;

  • the usage of funds efficiently and on time
  • arise from necessary need
  • conduction of the programmed services on time
  • provision of the most goods or services in accordance with the aim
  • responsible and assigned to the Court of Accounts for the payments based on the cost estimate, allowance, report or similar documents organised by a commission, a committee or an expert

15. To enable the management of the press and public relations’ services

16. To organise protocol, visit and ceremony activities of the Rectorate

17. To do the other duties that the Rector, Board of Directors and Senate give and make them done within the frame of law, bylaw and regulations.

UNITS RELATED TO THE GENERAL SECRETARY and THEIR DUTIES

BASIC FUNCTION

They are responsible to their superiors and in charge of enabling the fulfilment of the services-which is the basic function of the unit- effectively and fast in accordance with both the basic policies defined by the Rectorate of the Giresun University and law, bylaw, regulations and decisions.

DUTIES AND RESPONSIBILITIES

1. To identify policies which are compatible with the general policies and group policies on the level of management related to directly managed activities and identified as the basic function of its department, to let its subordinates understand these policies and make them work within the frame of these policies.

2. To identify policies and standards for future in order to conduct, lead and evaluate the activities of its department.

3. To programme the activities of its own and its subordinates in order to fulfil the activities-which are defined as the basic functions- effectively.

4. To search and develop methods, techniques and procedures to conduct the activities of its department effectively and make these applied. To offer the subjects which needs to be inquired to its superior.

5. To form the necessary organisation to lead the activities of its department effectively, to offer its superior for approval, to keep the number of the subordinates on the optimum level in order not to fail the activities.

6. To make its duties and responsibilities over someone on the required level to conduct the activities of the department effectively, to have the responsibility and authorization related to the results.

7. To propose to the Secretary General on selection of the staff needed, their removal from the office, promotion, appointment and punishment in order to conduct the activities of the department. To analyze, assess and propose to the Secretary General on the suggestions on personnel’s behaviours conducted by subordinates.

8. To cooperate with the Human Resources when new labour force employed for the direction of them. To enable the personnel to be donated with the information and appointments required for the personnel fulfil the responsibilities. To enable the subordinates to improve their technical and management skills. To analyse the needs for education proposed by the subordinates and to cooperate.

9. To make necessary guidance for the directly supervised subordinates, to coordinate works of the subordinates and to help when necessary.

10. To compare the current situation of the completed activities with initially determined standards in terms of quantity and  quality and search for the reasons of deviations. To record the activities of the office. To report about the improvement of these activities and to present these reports to the Secretary General.

11. To take necessary precautions for the activities of the office to progress in the direction of identified goals, to organise regulations and make them done.

12. To enable the controlled working environment where the works of the office are performed to be secure and to keep this.
