The programme and our University’s place in it

The Regional Development-Oriented Mission Differentiation and Specialization Programme is coordinated by the Council of Higher Education and carried out in coordination with the Presidency’s Strategy and Budget Office. The programme aims for universities to focus on the economic and social priorities of their region and to gain national-scale competence in that field.

Our University was declared the pilot university for hazelnut under this programme. Hazelnut is a strategic product at the centre of Giresun province’s economy, and one in which Türkiye leads world production. This field, where our University’s academic expertise meets the province’s production reality, forms the natural ground for specialization.

DateEvent
29 September 2021By decision of the Higher Education Executive Board, our University was recognized in the field of hazelnut as a Regional Development University .
12 November 2021At a meeting led by the President of the Council of Higher Education, Prof. Dr. Erol Özvar, our University was included in the Regional Development-Oriented Mission Differentiation and Specialization Programme in the field of hazelnut.
13 December 2021At Senate Meeting No. 208, the action plan to be implemented under the hazelnut-themed specialization project was discussed and the views of Senate members were taken.
2022Hazelnut Specialization Coordination Office was established; the Coordination Office Directive entered into force and the Coordination Board and the Advisory Board were formed.
13 June 2024By Senate decision No. 255-1, the Directive on the Hazelnut Specialization Coordination Office and on the Preparation, Evaluation and Monitoring of Specialization Projects was adopted. The structure of the Coordination Office and the rules for the application, evaluation and monitoring of specialization projects were brought together in a single directive; the 2022 Coordination Office Directive was repealed.
Governance structure

The Coordination Office operates within the framework of the Directive on the Hazelnut Specialization Coordination Office and on the Preparation, Evaluation and Monitoring of Specialization Projects adopted by Senate decision No. 255-1 of 13 June 2024. Prepared on the basis of Article 13(1)(b) and Article 14 of Higher Education Law No. 2547, the directive defines four bodies.

CoordinatorAppointed by the Rector for three years; represents the Coordination Office together with up to three deputies and ensures coordination between national authorities and the University’s competent units and boards. Coordination BoardUnder the directive it has at most 17 members; it currently has 10 members — the coordinator, three deputy coordinators and six members. It determines the project priority areas and the process calendar and decides which projects are supported.
Preliminary Evaluation BoardConsists of five faculty members with publications in international indexes, appointed for two years. It carries out a preliminary evaluation of project applications by confidential scoring and gives its opinion on interim and final reports. Advisory BoardA 38-member broad stakeholder board. 31 of its members are from outside the University — public institutions, industry bodies and other universities. It meets at least once a year under the chairmanship of the Rector.

The composition of the Advisory Board shows that specialization is not merely an academic decision but is carried out together with the region’s production and governance actors.

Project priority areas

The priority areas, updated by Coordination Board decision No. 2024/02, consist of five headings to which hazelnut-related project applications at our University are directed.

#Priority area
1Hazelnut Diseases and Pests
2Farmer and Producer Training
3Tissue Culture and Certified Sapling Production
4Technology Transfer, Processing and Marketing Innovation
5Mechanised Hazelnut Farming

Determined by decision No. 2025/07 of the Scientific Research Projects Commission dated 10 October 2025, the only heading in the 2026 BAP Project Priority Areas list is “Hazelnut Specialization”. The channelling of our University’s research resources into this area shows that specialization has become institutional policy.

Its place in the quality assurance system

Specialization occupies a steadily expanding place in our Institutional Internal Evaluation Reports. While the 2021 report records inclusion in the programme as an event, the following years trace the stages of building structures, generating activity and finally settling into institutional identity and the strategic plan.

YearSpecialization in the Institutional Internal Evaluation Report
2021Inclusion in the programme and the discussion of the action plan in the Senate were recorded.
2022The coordination office, the directive and the boards were established; stakeholder meetings and the first project numbers were reported.
2023Named research projects, a digital application and the approval of a graduate programme entered the report.
2024The University was described for the first time as “positioned as a university specializing in hazelnut”; the maturity level of its institutional transformation capacity rose.
2025Specialization entered the mission, vision and values statements; in the 2025–2029 Strategic Plan it was linked to performance indicators through a dedicated strategic objective and three targets.

Our 2025 Institutional Internal Evaluation Report lists “making the regional impact of hazelnut specialization measurable” among the areas open to improvement. Work on monitoring outputs is continuing.
